The goal is to ensure that civil servants have the capacity and expertise to engage and drive the strategic process with specialists across their broad range of teams, including specialists in fields like technology, finance, administration and more
This would pave the way to a more viable development approach for enhancing the skills base for the specialists themselves, in a manner consistent with participants needs, with certifications in the following areas:
Certificate 1: Organizational Behavior
- The focus of this module would be on organizational behavior or ‘effective people management’
- Participants would be exposed to case studies and leading analysis on why certain behaviors lead to positive and negative relationships in the workplace and at home
- They would be exposed to specific examples of how ‘transference’ can impact relationships and how it can play out in various scenarios
- Participants would also receive a comprehensive understanding of various personality types and how they can manifest themselves in the workplace
Certificate 2: Finance for Non Financial Managers
- This module would expose participants to the key principles of finance and position them to be able to comfortably oversee all aspects of their department’s financial operations
- Participants would receive high level training on how to read balance sheets, income statements, cash flow statements as well as on how to effectively prepare, manage and operate within a budget
- They would also be exposed to accounting standards and key audit principles in order to ensure that they can hold their finance teams accountable for performance across these areas
Certificate 3: Human Resource Management and Performance Appraisal
- One of the core principles of the management training program will be on performance appraisal across the various segments of the work flow in their offices
- Participants would not only receive intensive training on how to effectively structure performance criteria and implement programs with measurable outcomes, they would also access to (and training for) tools that they can leverage that would enable them to quickly and efficiently deploy better performance appraisal mechanisms across their work programs
- Emerging HR practices and trends would also be highlighted
Certificate 4: Project Planning and Management
- Develop the fundamental knowledge, skills, and dispositions necessary to meet organizational and stakeholder requirements in the planning, implementation, and assessment of projects
- Key areas of focus include managing staff and resources, creating and executing budgets, coordinating and understanding the technological needs of each assignment, and keeping projects on an allocated timeline
- Final certification through a Project Management Professional (PMP) program would be sought for the top performers in each course
Certificate 5: Professional Business English
- A course in conversational business English would be effective in providing participants with the basic framework for how to communicate effectively with the rest of the world
- The objective of this module would emphasize speaking and writing skills, as well as research through the web (where 95% of content is still not in Arabic) and how to engaging with officials from other countries
- This could then be expanded to an ongoing English-language course for those civil servants whose business would be enhanced by an upgrade in their language skills
Training of Trainers (TOT)
The objective of the Training of Trainers (TOT) for NMI is to create a critical mass of trainers who have the basic knowledge, skills and experience to provide high quality learning opportunities to program participants. The following materials would be developed for the TOT process:
- Trainer’s Guide, including pre-training information and training manual
- Trainer’s Multimedia Materials, including PowerPoint slides for the TOT, as well as Practice Assignments, Feedback Forms, Trainer Evaluation form, Trainer Certification Checklist and the Trainer Certification
- Participants’ Guide, including a copy of all the training materials, including all the slides in the TOT, as well as worksheets participants will use during the training.
