Article 5 of the decision to establish the Institute includes that the Institute shall have an Executive Director appointed for a period of two years, and shall be appointed by a decision of the Minister concerned with administrative development. The Executive Director shall be responsible for the formation of the auxiliary body and the determination of its functionsThe decision to form the Board of Trustees shall be issued by the Prime Minister upon the proposal of the Minister concerned with administrative development.
- The Board of Trustees shall be in accordance with the law of public bodies, “the Board of Directors”, which is the supreme authority in charge of the affairs of the Institute and the conduct of its affairs and the proposed general policy. The Council shall have the right to take such decisions as it deems necessary to achieve the purpose for which it has been established in accordance with the law of its establishment and within the limits between them.
- Issuing internal decisions, rules and decisions concerning the financial, administrative and technical affairs of the Institute without complying with the governmental rules.
- Establish regulations concerning the appointment, promotion, transfer, dismissal, salary, remuneration, remuneration and pension of the employees of the Institute and its employees, in accordance with the provisions of this Law and within the limits of the President’s decision to establish the Institute.
- Approval of the annual budget of the Institute.
- Consideration of all matters which the competent minister or the chairman of the council consider to be of issues that fall under the jurisdiction of the Institute.
- Consideration of periodic reports on the functioning of the Institute and its financial position.
